OROVILLE, Calif. June 29, 2009 -- Tight times have forced the cancellation of Lake Oroville's annual Fourth of July fireworks festival. The local chamber of commerce has been seeking a sponsor ever since the Department of Water Resources backed out, but organizers said no one stepped up in time. A local park district will open after dark as a safe venue for people to set off their own displays

In a good economy, they're one of the first signs of the summer: boats heading to the rivers and lakes here in Northern California. But, I have the scoop on how today's economy has more and more boats hitting the docks instead of the water, and never leaving.

There is an old joke among boat owners. What is the happiest day of your life? The answer is two days. The day you buy your boat and the day you sell your boat.

These days many Californians aren't selling their boats. They're sanding off the names and sinking them, or they're walking away from the boats, leaving them at the marina dock.

There are a handful of boats at the Sherwood Marina in Yolo County. The marina owner tells me he's got to take a chainsaw to these things which will cost him thousands of dollars.

The problem is a crisis in our rivers, deltas and coastal areas. It's so bad that an assemblyman from Los Angeles is pushing legislation that allows you to give your boat to the state rather than abandon it.

"As the economy worsens, we're seeing more and more boats abandoned on our waterways. That is a big problem because not only does it clog up our waterways, it's also an environmental hazard," says Assemblyman Ted Lieu. "There is no cost. There's already an existing fund being funded by fees on boaters and we're saying let us access this fund so it can help take care of the craft before it's abandoned."

The Governor vetoed a similar bill last year. Assemblyman Lieu hopes the bill won't get scuttled at the governor's desk this time around. By R.E. Graswich
